The first energy council of its kind, the PROPANE EDUCATION & RESEARCH COUNCIL (PERC), a Washington, DC-based organization, works with the propane industry, consumers, and partner industries to increase the adoption of propane as a clean, domestic, and affordable energy source. 

PERC has an excellent opportunity for an eLearning Developer. This non-exempt position reports to the Vice President of Safety, Education, and Compliance and can be remotely located for the right candidate.

Job Summary

The eLearning Developer will work with the Educational Content Development Manager and be involved with designing and development of content and developmental programs for the Propane Education and Research Council’s educational, training, and compliance programs.

Courses will cover task-based/positional content, sales, technical and compliance training as well as soft skills and leadership development. This role will be responsible for the development, gamification, instructor-led, eLearning, and both synchronous and asynchronous forms of learning.

The eLearning Developer will work with SMEs to identify target audience’s training needs and create content that matches instructional end goals by providing content, exercises, and activities that enhance the learning process. Additionally, the eLearning Developer will be involved in creating supporting material/media (audio, video, simulations, role-plays, games, etc.)

This role will be responsible for interacting with PERC’s safety and compliance team as well as the learning management system. Working with the Educational Content Development Manager, this position will be directly responsible for producing educational programs by creating engaging learning activities and compelling course content.

Qualifications

Knowledge, Skills, Abilities, And Requirements

  • Minimum of three to five years of Instructional Design experience
  • Knowledge of Instructional Design methodology and adult learning theory
  • Familiarity with Learning and Talent Management Systems
  • Familiarity with traditional and modern training methods, tools, and techniques
  • Ability to develop facilitation materials such as instructor and participant guides, exercises/activities, and any supporting materials
  • Advanced organizational skills with the ability to handle multiple assignments
  • Strong communication skills
  • Ability to stay abreast of new trends and tools in content and learning development.
  • Ability to present complex information to a variety of audiences
  • Proficiency in eLearning authoring software (Storyline, Captivate, Articulate)
  • Experience in producing graphics to support learning materials
  • Proficiency in MS Office

The Propane Education & Research Council is a nonprofit that provides leading propane safety and training programs and invests in research and development of new propane-powered technologies. PERC is operated and funded by the propane industry. PERC programs benefit a variety of markets including transportation, agriculture, commercial landscaping, residential, and commercial building.

PERC was authorized by the U.S. Congress with the passage of the Propane Education and Research Act (PERA), signed into law on Oct. 11, 1996. PERC is governed by a 21-member board appointed by the National Propane Gas Association and the GPA Midstream Association. Each association appoints nine Council members and they cooperate in the appointment of three public members.

PERC’s operations and activities are funded by an assessment levied on each gallon of propane gas at the point it is odorized or imported into the United States.
