What do you like best? From a development view - provides lots of plug-ins that can be used to provide learners with a individual - but compliant - learning and assessment experience. Can provide basic eLearning LMS for beginner organisation and easy to commence building own LMS, for experience and complex learning requirements provides access to good interactive tools that can be customised to meet learner and course requirements. Can be fun and interactive. Is Free Ware
What do you dislike? Not all plug-ins are completely operational and need some playing with to work the way you want. A lot of the plugins are aimed at graded or compulsory learning - being competency based is only new to the grading system. Because not fulling integrated and has a lot of available plugins from a variety of sources it can be difficult to identify what works best for your application of the LMS

What do you like best? Moodle is the #1 Open Source platform in terms of user base and community. The latest versions along with the amazing open-sourced Snap theme thanks to Moodlerooms is a quantum leap forward in usability and beautiful course design. It's quiz engine is definitely one of the most robust, and the practical details and nitty-gritty in terms of quizzing modes and providing detailed feedback to learners helps distinguish it from the competition in terms of delivering robust formative assessments.
What do you dislike? Moodle's greatest strength in terms of being so flexible with its many features and robust plugin base can also be its weakness--having a skilled, experienced administrator along with well delivered support and training is critical to the success of any LMS program and its implementation in any organization.

What do you like best? Extremely flexible. very little it can't do either natively or with plugins. can easily be configured for many different situations.
What do you dislike? it can be a bit clunky and updating is not as simple as it should be. themes still need a lot of work to handle display of content.

What do you like best? Once it is set up, it is easy for the client to continue to manage the system and build on it. The modules work well together, with good reporting. If the client asks for something unusual, there is always a module - I am not hackign the system.
What do you dislike? The method of updating the framework. Unnecessarily manual and daunting so clients don't want to update.

What do you like best? Quizzing is strong - question database and question banks.
What do you dislike? Inconsistency of user interface within various components that have been developed elsewhere and added into Moodle core functionality. The groups and grouping functions are problematic and take some time to learn - also easy to forget if you don't use them regularly. The lesson tool also takes some time to master and so is probably not used much, or to best advantage.

What do you like best? It is very accessible to most small organizations who don't want to spend a lot on emerging eLearning projects or programs. It is easy to use and to manage. With a little creativity and the help of a good authoring tool you can create very effective eLearning without the need of large investments on an LMS (so you can focus your investment on sound Instructional design and content development). Also, there is a huge community of developers helping and creating great plugins all the time.
What do you dislike? Its linear layout. It can be fixed with Flex Page format but these don't update as quickly as Moodle updates. Non xAPI (or I don't yet know how to use it)
