Most organizations say they are trying to prepare for AI. In practice, many are doing something narrower. They are giving people access to tools, offering introductory sessions, and encouraging experimentation. That may create activity. It does not necessarily create capability. This is the distinction that matters. AI is not just introducing new tools into the workplace. It is exposing whether organizations understand how capability is actually built, supported, and applied under real conditions. And in many cases, they do not. That is why so many current responses feel incomplete. Leaders sense urgency. Employees are experimenting. Learning teams are under pressure to act quickly. Yet much of what gets launched still rests on shaky assumptions about how performance really improves.

The Mistake Many Organizations Are Making

A common pattern is emerging. A new pressure appears. AI becomes the topic. Employees need to be "upskilled." A course is proposed. Or, in reaction to course fatigue, someone argues that learning should simply happen in the flow of work. Both responses can miss the point.

The issue is not whether the answer is a course, a resource, a prompt library, or a workflow tool. The issue is whether the organization has correctly identified what kind of problem it is trying to solve. Too often, three very different needs get blurred together:

  1. Building capability before performance.
  2. Supporting recall during performance.
  3. Fixing a problem that was never primarily about learning in the first place.

When those distinctions are not clear, organizations tend to choose solutions based on trends, convenience, or familiarity rather than performance need.

Why The "Flow Of Work" Conversation Often Gets Oversimplified

Support in the flow of work is useful. In many cases, it is essential. But it is not a substitute for capability. A checklist can support recall. A prompt guide can reduce friction. A job aid can help someone execute a known process more reliably. These tools are valuable when the capability already exists, and the real issue is access, consistency, or memory at the moment of need. They are far less effective when the work requires judgment, prioritization, trade-off decisions, or action under pressure.

People cannot rely on just-in-time support to build a capability they do not yet possess. They can only use that support well if enough underlying competence already exists. That matters even more in AI-related work. If employees do not understand what good output looks like, where risk sits, what requires escalation, or when human judgment must override the tool, then access to AI will not make them more capable. It may simply make poor decisions faster.

AI Literacy Is Not A Tool Familiarity Issue

Many AI literacy efforts focus too heavily on platforms and prompts. That is understandable, but it is not sufficient. The more important questions are practical and role-based:

  1. What work should AI support here?
  2. What decisions still require human judgment?
  3. What information can or cannot be used in a tool?
  4. What does acceptable output look like in this function?
  5. When is review, sign-off, or escalation required?

Without that clarity, employees are left to improvise. Some avoid AI because the boundaries are unclear. Others use it too casually because the guardrails are weak. In both cases, the organization ends up with inconsistency rather than capability. This is why AI literacy should not be treated as a generic awareness topic. It should be defined in relation to real work, real decisions, and real standards of performance.

The Better Question For L&D And Business Leaders

Instead of asking, "Should this be a course?" or "Can we support this in the workflow?" a better question is: "What is the least intrusive method required to achieve the level of capability the work actually demands?"

That question changes everything. Sometimes the answer will be structured practice, simulation, coaching, or guided application because the capability needs to be built before performance. Sometimes the answer will be performance support because the capability already exists and the need is reinforcement or recall. Sometimes the answer will be neither, because the issue is unclear process, poor system design, weak management, or undefined expectations.

This is where many organizations still struggle. They are moving quickly to create learning assets without first deciding what must be built, what can be supported, and what should be solved elsewhere.

What AI Is Really Revealing

AI is acting as a stress test. It is revealing whether organizations can distinguish between information and judgment, between support and skill, and between activity and capability. It is also revealing an older problem that existed long before AI: many organizations do not have a content problem. They have a clarity problem. They have not clearly defined:

  1. What good performance looks like.
  2. Which decisions matter most.
  3. What capability must exist in advance.
  4. Where support is enough.
  5. Where accountability sits.

When those questions remain vague, learning teams are often asked to solve the wrong problem. More content gets created. More resources are pushed into the workflow. More awareness is delivered. Yet the underlying performance issue remains intact.

What This Means For Learning And Development

This moment is not simply about moving faster or producing more. It is about becoming more precise. For L&D, that means resisting two equal and opposite mistakes: defaulting to courses for every problem, and overcorrecting by treating flow-of-work support as the answer to everything.

The more strategic role is to help the organization make better intervention decisions. That starts with a few practical questions:

  1. What performance must improve?
  2. What capability must already exist at the moment of need?
  3. What can be supported during execution, and what must be built beforehand?
  4. Is this actually a learning problem at all?

Those questions are simple, but they force better choices.

AI is not only changing the tools people use. It is raising the standard for how organizations think about capability. Access is not capability. Information is not judgment. Support is not the same as preparation. The organizations that respond well will not be the ones that move fastest to produce AI content or embed more resources into workflows. They will be the ones that become clearer about what competent performance requires, more disciplined about how capability is built, and more selective about when learning is the answer at all. That is a more demanding response. It is also a far more useful one.
